Based in Counsel On Call’s Dallas office, Celeste Flippen is Executive Director of Talent Development. She leads the company’s talent development team to further expand its strong base of experienced of legal professionals, not only in the Metroplex but throughout the country. As a highly-skilled attorney and former Counsel On Call client, she understands the challenges corporate legal departments and law firms face and fully grasps the complex solutions and specific expertise our attorneys need to deliver to our clients.

Prior to Counsel On Call, Ms. Flippen spent 19 years at J.C. Penney Corporation, Inc., most recently as Vice President and Associate General Counsel, Litigation. In that capacity she managed the company’s litigation and guided lawsuits from filing of complaint to resolution by motion, trial, appeal or settlement. She also previously was senior managing counsel at JCPenney, where she served as lead trial counsel on complex lawsuits and arbitrations.

She spent several years in Washington, D.C., first at Hopkins & Sutter and then at Winston & Strawn before her tenure at JCPenney.

Ms. Flippen received her J.D. from the University of Virginia School of Law and her B.A. in public policy studies from Duke University, where she graduated cum laude.
